The Coalition For Change, Inc. (C4C), supports and shares the following Opt IN USA petition to provide for an Office of Special Counsel that operates a secure channel for federal whistleblower disclosures and prohibited personnel practices.

The C4C, a civil rights advocacy group for present and former employees harmed by discrimination and reprisal in the federal sector, supports the Opt IN USA petition entitled Ron Johnson: Demand that Special Counsel Lerner answer special questions before being reconfirmed! https://www.change.org/p/ron-johnson-demand-that-special-counsel-lerner-answer-special-questions-before-being-reconfirmed

The Opt IN USA petition asks U.S. Senator Ron Johnson (R-WI), Chairman of the Senate Homeland Security and Governmental Affairs Committee (HSGAC), to put a “hold” on Carolyn Lerner’s nomination as Special Counsel, until critical questions are addressed.

The C4C asserts it is important that Ms. Lerner addresses her position on two critical questions in the Opt In USA petition. Additionally, before voting on Ms. Lerner’s confirmation, the HSGAC should require Ms. Lerner to answer whether she will support and pursue disciplinary action against public officials who are found “guilty” of breaking civil rights laws, particularly those who have been named in discrimination cases and/or referred by the Equal Employment Opportunity Commission for disciplinary action.

The safety of the American public hinges on civil servants ability to disclose wrongdoing, civil rights violations and to report improper personnel actions within a safe, unbroken and honored system.

The C4C is keenly aware, that Anne Wagner, "Associate Special Counsel" at the OSC and formerly of the Merit Systems Protection Board, was once named as an “alleged discriminating official” in an employment discrimination complaint. The complaint settled (Williams v Dodaro, Civil Action No. 07-1452 ).
[Prior to Ms. Wagner’s confirmation with the Merit Systems Protection key questions went unasked and unanswered.]

Given Ms. Lerner’s impending confirmation and given the climate of reprisal operating within the federal sector, it is critical that Ms. Lerner, the head of the Office of Special Counsel, address questions presented. Afterall, federal workplace reprisal already silences far too many civil servants, America’s first line of defense against domestic threats.
