In 1999,  Carlton M. Hadden was selected to be the Director of the Office of Federal Operations.
 
Carlton M. Hadden is the Director of the Office of Federal Operations (OFO)​, United States Equal Employment Opportunity Commission (EEOC). The office is composed of three units, headquartered in Washington, D.C.   The EEOC is responsible for enforcing the anti-discrimination laws in the Federal sector.
 
Should you ever file a formal Federal employment complaint, you might eventually come in contact with the EEOC's OFO.  For it is the OFO that issues complainants the notice of  Right to File A Civil Action in an appropriate United States District Court.

Unfortunately, more often than expected, complainants have reported to the C4C that the OFO's Director, Carlton Hadden, decides cases in favor of the agency.    According to the U.S. EEOC Federal complaint statistics, in fiscal year 2014 the EEOC rendered a finding of discrimination in favor of the complainant only 2.6% of the time.

The OFO decision generally bears OFO's Director Carlton Hadden's signature.  See example below.
 
 


ABOUT  OFO'S Director - Mr. Carlton M. H​adden
 

 Mr. Carlton M. Hadden "graduated from a HBCU-North Carolina Central University. He also earned his Juris Doctorate from Catholic University's Columbus School of Law. Prior to his service with EEOC, Mr. Hadden was employed with the George Washington University. He has previously worked with the County of Fairfax's Human Rights Commission, the City of Wichita's Civil Rights and Equal Employment Opportunity Commission, as well as the City of Raleigh.


 In 1999, he was selected to be the Director of the Office of Federal Operations." Mr. Hadden began his federal career with the commission in 1987 as an attorney responsible for writing EEOC appeals decisions. Early in his career at EEOC, he worked as a Supervisory Attorney and later as an Attorney Advisor to the Director of the Office of Federal Operations.

  Born 1950, Mr. Hadden is a resident of Upper Marlboro, Maryland.

ABOUT the EEOC's Mishandling of Employee Complaints
 
At some point, you may find yourself wanting to challenge either the EEOC or the OFO Director Carlton Hadden directly when raising allegations of the EEOC mishandling your discrimination complaint.  However, the courts have dismissed federal employee complaints asserting that the courts lack the jurisdiction to hear cases involving EEOC's alleged negligence.   [See cases Baldwin v Hadden Case No. 5:15-cv-595-Oc-40PRL and Black vs Hadden, et. al.Case No. 05-72199.

​When dismissing the above cases filed against  OFO's. Carlton Hadden the courts have asserted that Plaintiffs failed to state a claim because:
 
"Congress has not authorized, either expressly or impliedly,
a cause of action against the EEOC for the EEOC's alleged
negligence or other malfeasance in processing
an employment discrimination."   (Smith v Casellas, 119 F. 3d)

The C4C is concerned with the EEOC's failure to effectively address Federal workplace discrimination, the EEOC's mishandling of employee complaints,  the EEOC's failure to sanction agencies for non-compliance to regulations;  and the EEOC's failure, in some cases, to provide due process to those pursuing discrimination claims against their federal employer.  See letter to EEOC Chair Yang.


 
ABOUT the EEOC's Offfice of Federal Operations (OFO)

EEOC conducts thousands of  "HEARINGS" every year for federal employees
In the federal sector, individuals file complaints with their own federal agencies.  Those agencies are to investigate claims raised in the complaints. Complainants can then request a hearing before an EEOC administrative judge.   In FY 2015, EEOC reports it received 7,752 requests for hearings.
 
 
 The EEOC adjudicates "APPEALS" of federal agency actions on discrimination complaints.
 When a federal agency issues a final decision on a complaint of discrimination, the complainant can appeal that decision to the EEOC's OFO.  During FY 2015, the EEOC reports it received 3,649 requests for appeals of final agency actions in the federal sector.
