 focuse  on page 125....quoted on that page,is Lawrence Lucas  at congressional hearing held on capitol hill by the congressional Black caucus, around 1997, chaired by congresswomen maxine water, california. A historical event because it was the first major attention by the congress to address the discrimination at usda, with a focus on the Black farmer issues nationally.
this was the first congressional hearing  the usda coalition had the opportunity/invited  to give testimony about the racism at usda. many other opportunities came in the years that followed.
