USDA Employees,
I'm writing today regarding an important staff announcement.
Recently, despite my encouragement to remain in his position, Pearlie S. Reed retired from the post of Assistant Secretary of Agriculture for Administration – following nearly four decades of distinguished public service – to return home to Arkansas. Over the past three years, Pearlie's wisdom and leadership have been critical to USDA and to the Obama Administration, and I deeply appreciate his service.
In the interim, I am pleased to announce that President Obama has designated Dr. Gregory Parham, who currently serves as Administrator of the Animal and Plant Health Inspection Service (APHIS), to serve as Acting Assistant Secretary of Agriculture for Administration. Dr. Parham has served USDA for 30 years and brings a wealth of knowledge from a variety of leadership positions within the Department.
Dr. Parham shares my vision for Cultural Transformation at USDA, and his leadership has been invaluable as we work to deliver a record amount of service to Americans in a time of budget reductions and tough choices. I am confident that he will serve admirably in this capacity as we continue working to ensure USDA is a model employer and a premier service provider for all Americans.
Kevin Shea, who has served since 2004 as APHIS Associate Administrator and prior to that in a variety of other leadership roles for the agency, will serve as Acting Administrator of APHIS during this interim period.
Please join me in thanking Mr. Reed for an outstanding career in public service as we support Dr. Parham and Mr. Shea in their acting capacities.
