This is the list of the definitions Rod and I reviewed the other day referncing "district" to "territory".

 

If "district" courts were under admiralty law but the 11th amendment relenquished judicial authority in law, equity, or controversy, then this explains how and why  the UNITED STATES DISTRICT COURTS  were established  thereby.

 

This is for the benefit of those without Black's Law Dictionary.
