It is no longer called Public Administrative Law but is now referred to as Administrative Law and been moved from Am Jur vol 42, to a lower vol # in the 2nd edition Am Jur.  The basic concepts are basically still the same as I read, but the newer wording makes it more difficult to recognize the principle in the lastest edition.  But for self learning, I much prefer the original edition.  If you have questions, please fell free to ask.  There has been no attempt to follow or need to feel that old or current cases are necessary to understanding the fundamental principles of administrative procedure.  It strikes me that most who use that approach -- differ from my way of thinking.  You have to decide for yourself what you think is just and lawful.
 
All written words are defined as much by the basic premise which is mostly never discussed.    I will use football as an example.  The defensive formations such as 5-3, 5-4, 6-2-2-1, gap 8, etc, never fully define what the operational concepts are, nor the individual assignments or how those assignments change with relative field position or yardage needed for a first down or a score prevention.
 
This series of e-mail is split up so most folks' computer e-mail system can receive and handle it, plus as Meredith does most of the sending, it is arranged so as to make it easier for her to resend.
