The use of ZIP CODES is voluntary per Domestic Mail Services Regulation Section 122.32. No discrimination for the NON-USE of the ZIP CODE per Public Law 91-375, Section 403. NOTICE! The use of fictitious names or addresses (ALL CAPITAL LETTERS) in a private individual's name, or  a ZIP CODE, against the individual's wishes,   is a crime under Title 39 U.S.C. Section 3003, Title 18 U.S.C. 1302, 1341, 1342., and is punishable by up to 15 years imprisonment and $1,000,000.00 fine. Gotta love it!!!
