THAT, HOWEVER, HAS NEVER BE APPROVED BY CONGRESS. 3) THE ADMIN JUDGE HOLDS THE EXECUTIVE POWER TO ENFORCE THE NEW RULES CREATED BY THEM AND THE POWER TO ENFORCE THE NEW LAWS CREATED BY THEM, AND, THE THIRD POWER...TO RULE ON THEIR OWN NEW CREATION OF LAW AS THE JUDICIAL BRANCH OF GOVERNMENT AS A JUDGE. THIS IS WHAT THE APA OF 1946 OR S. 7 HAS DONE - INTERNATIONAL COURT, ARTICLE III COURT, ADMINISTRATIVE COURT, EQUITY COURT.
